Newburgh was founded by Colonel William Bard in 1709 and was called "Bard's Town" until it was incorporated under the name of "Newburgh" in 1784. It became a port for merchant vessels traveling between New York City and Albany, which was then the capital of New York State. In 1776 during the American Revolutionary War, it was captured by British forces.

The city remained under British control until it was returned to American control with the end of fighting in 1815. In 1865, during the American Civil War, it was again occupied by Union forces; they did not leave until 1883.

In 1926, during Prohibition, speakeasies were outlawed in New York; however, alcohol could be sold so long as it was not made known publicly who purchased it.
